It's all over the car related forums. It definitely seems they want to put us all in new cars and autonomous vehicles to help big business. If they are coming for the modifieds, it won't be long before the rest of the classic movement is affected too. The Kit car industry is suddenly interested as this move will kill their industry. Please respond to the consultation now. however, to call it a consultation is a misnomer as they aren't following their own rules due to timescale for response - 2nd March. This is a UK government thing, not EU led.

This is madness. Many of our 'modifieds' are better put together and better maintained than some moderns. Enthusiast cars are better maintained and driven. Only 7% of pollution is car related and we're 1% of that. A 0.07% reduction in emissions is insignificant. Planes and boats are the major offenders.

Sorry for my ignorance in this BIVA matter, but if I want to improve the engine etc in a minor project ie a midget engine or even a v8, have I been stopped or can this still be achieved?

Midget engine not a problem, but basically anything that requires cutting to structure is classed as substantially modified and needs an annual mot. Any cars modded substantially pre 1988 are exempt from mot. If building a full on V8 minor today, then best to build to BIVA standard.

Pete, thanks for your reply, clears it up a little for me. So if wanted to go the v8 route with an American v8 ie Chevy what would I need to do to conform to the rules? Sorry but cannot find any info about Biva when look online. Who would be a good person to fabricate the mountings to fit it all. Am in S.Devon. Am yet to purchase another Minor but once do, would like to do a V8 conversion, just do not want to waste money if cannot be done. Cheers buddy

There is plenty info there to keep you awake. You will be cheaper buying one already done and registered if you are getting someone to build for you as costs rapidly escalate. Robin Beardmore got his Minor through biva recently. It is easier to build to the regs than redo something that doesn't comply. There are aspects of the regs that seem to have no logic to them however.
There is a nice V8 Minor for sale in the sale section here.

As Pete says, I have just put my Minor through the BIVA test. Once you understand the rules and regs. that you have to build the car to its easy. The build manual seems rather daunting when you first look at it but there are many sections that aren't relevant to our cars. I worked through section by section and applied those rules to the car and it passed first time.
So, if you are building a car from scratch now, then it's easier to build it with BIVA in mind, all the necessary parts are available and once done there are hardly any features on mine that are different to a non BIVA car.

Thanks for your replies guys. Pete, when I get a spare moment will read through the rules and then try to sort one out the correct way. Unfortunately I do not have the money to buy the one for sale, if I did, would be mine already lol. Just sorting finances out after a lay off period from work then will be looking for another Minor, as my old one doesn’t seem to be around anymore

Kev Rooney (Kapri) on the rodsnsods forum sells an easy to understand BIVA process with all monies raised going to a charity. I'm not sure how useful it is, but those that have it do say it's helpful. I also believe he runs a facebook page for BIVA builders. However, I'm sure speaking to Robin will be a good start.
I don't think you'd get a lowlight through BIVA without raising either the ride height or raising the headlights.
