Once it is pitted I don't think you can completely.

But the rust seems to break through the chrome and then erupt.

It will never be perfect but I have had some success on bumpers using T Cut/rubbing compound and 1000 grade wet and dry with plenty of water.

Go lightly and only press on as much as you need. Oil well and polish afterwards with Duck Oil/WD 40.

It makes them more presentable. I used to clean and paint the inside too, but I don't have hub caps now.

Most platings are porous and the thinner they are the more porous they are. The rust from the underlying steel migrates through the pores and "bloom" on the surface. A metal polish with remove the surface rust. (and some plating) The important part is to try to seal the pores. Wax is good option but other things can be used. Even water-less hand soap works, but anything will need to be reapplied periodically. Over time the rust from below may have eroded some plating thus enlarged the pore, so the appearance after rust removal may not be the best.

I used to get a very good result with brillo pads, just bin them when the soap is gone or they get scratchy.

Another good trick is to rub them with aluminium foil (non-shiny side) dampened with either water or preferably, Coca-Cola or similar mildly acidic solution, which works better on pitted rusty items than say, Solvol Autosol chrome polish (as good as that is for polishing up chrome or aluminium in good condition).

Then as mentioned above, seal with wax polish, or just ensure you keep polishing them regularly.
